Following your opening sentence, you can go into detail about why you’re happy to recommend the person, and give specific examples of how they demonstrate the qualities you’ve attributed to them. This can be done in one or two paragraphs, and needn’t be more.

John is a pleasure to work with, and I am genuinely sad to see him go. However, typically of John, he wishes to further his knowledge and education regarding facilities management, and he goes with our blessing. It is with regret that we don’t have the resources to provide him with the qualifications he seeks.
